Off-Plan Unit Buy&Sell Registration

Description

Developers can initiate this service on DARI to register an off-plan unit purchase and sale under the ownership or Musataha type.

Business rules

• Only developers can initiate this service.
• The developer, buyer, and unit should not have any blocks.
• The developer must have a valid trade license.
• The developer must have a valid developer license.
• If the buyer is a “company”, it must have a valid trade license.
• The secondary developer should have an active Musataha contract in case of Musataha right hold type.
• If the buyer is a non‑Emirati, the allowed percentage for non-Emiratis identified on ELMS should be met.
• An escrow account must be registered.

Service Fees

Off-Plan Unit Buy & Sell Registration =
Ownership: 2% of the sale price.
Musataha: 1% of the sale price.

Electronic Administrative Services Allowance Fees = 400 AED (excl. VAT 5%)

In case of late registration: AED 10,000 if the developer has not registered the unit sale with the DMT within 21 days from the actual date of sale.

Application journey

• Start the application through the available channels.
• Choose the right hold type.
• Select the property.
• Enter the property selling details.
• Add the payment plan.
• Add the buyer.
• Upload any required documents.
• Submit the application.
• The application will be forwarded to the designated parties for approval.
• Pay any applicable fees.
• Download the certificate and payment receipt.
